JOB PURPOSE

The EPMO Lead is responsible for establishing, maintaining, and evolving the project delivery governance model for the Electronic Government Authority (EGA). Reporting to the Head of Engagement and Delivery and working closely with the CTO, the role defines delivery standards, methods, and reporting practices to ensure that all projects are executed consistently, transparently, and in alignment with EGA’s strategic and operational goals.


A critical aspect of the role is to enable structured coordination between the Engagement function and the delivery teams. While Engagement Managers serve as the primary interface with government departments, the EPMO Lead ensures that delivery governance supports this structure—providing clear visibility into portfolio status by department, surfacing cross-project risks, and integrating delivery insights with stakeholder feedback.


As the founding member of the EPMO function, the EPMO Lead acts as a force multiplier: equipping project managers with the tools, methods, and standards to succeed; supporting leadership with insight-rich, portfolio-level reporting; and fostering a culture of delivery excellence across agile, traditional, and hybrid project environments.


In addition, the role plays a key part in defining and institutionalizing vendor governance practices. The EPMO Lead develops standards for vendor engagement, delivery oversight, and performance measurement ensuring that project-related vendors and partners operate under clear expectations, with transparent evaluation mechanisms and aligned objectives.


Educational and Professional Qualifications

  • Bachelor’s degree in Computer Science, Information Systems, Business Administration, or a related field (Master’s degree preferred)
  • PMP certification or equivalent required
  • PMI-ACP, SAFe Agilist, or Certified Scrum Professional (CSP) highly desirable
  • Additional certifications in program/portfolio governance or delivery maturity frameworks such as PMI-PfMP, MoP, SAFe Program Consultant (SPC), or PMO-CP are advantageous
  • Familiarity with maturity models for delivery capability (e.g., P3M3, or internal PMO assessment models) considered a plus

Experience

  • Minimum 10 years of relevant experience in project or program management, including at least 3 years in a governance, PMO, or project oversight role
  • Experience in defining or applying delivery governance frameworks across technology portfolios
  • Demonstrated ability to work across delivery methodologies (Agile, Waterfall, Hybrid) and bridge operational and strategic perspectives
  • Experience working in or supporting public sector digital transformation initiatives preferred
  • Strong familiarity with enterprise platforms such as SAP S/4 HANA, SAP BTP, Microsoft 365, or equivalent ecosystems
  • Prior experience managing or supporting project reporting and assurance functions at a portfolio level
