Project Health Safety Environment Manager

🏗️ Job Summary

We are seeking a highly experienced and strategic HSE Manager to lead health, safety, and environmental initiatives across major roads and infrastructure projects in the UAE. The ideal candidate will have a minimum of 15 years’ experience, including extensive tenure with Tier 1 contracting companies, and a proven track record of implementing world-class HSE systems on complex civil engineering projects.

🛡️ Key Responsibilities

• Develop, implement, and continuously improve the company’s HSE management system in line with UAE regulations and international standards
• Lead HSE planning and risk assessments for all phases of roads and infrastructure projects
• Ensure full compliance with local authority requirements (e.g., RTA, DM, ADM, EHS Trakhees)
• Conduct regular site audits, inspections, and safety drills to monitor adherence to HSE protocols
• Investigate incidents and near-misses, prepare detailed reports, and implement corrective actions
• Deliver HSE training programs and toolbox talks to site personnel and subcontractors
• Liaise with clients, consultants, and regulatory bodies on all HSE matters
• Monitor environmental impact and ensure sustainability practices are integrated into project execution
• Maintain accurate records of safety statistics, permits, and certifications
• Lead emergency response planning and crisis management initiatives
• Mentor and manage a team of HSE officers and coordinators across multiple project sites

🎓 Qualifications & Skills

• Bachelor’s Degree in Civil Engineering, Environmental Science, or related field
• Minimum 15 years of HSE experience in roads and infrastructure projects within the UAE
• Proven leadership experience with Tier 1 contracting companies
• Certified in NEBOSH IGC, IOSH, or equivalent HSE qualifications
• In-depth knowledge of UAE HSE laws, regulations, and authority procedures
• Strong analytical, communication, and leadership skills
