Head of Human Resources and Organisation

We are looking for a Head of Human Resources and Organisation to develop and manage the ESM’s overall Human Resources and Organisation (HR) function, leading a team of highly-skilled professionals on the different areas (e.g. recruitment and retention, performance management, compensation and benefits, HR administration, HR budget planning and monitoring, HR data analytics, and employee relations). The selected person will report to the ESM’s Managing Director, in his capacity as Chief of Staff. In this position, you will partner with a leadership team made up of the Heads of each division on all HR-related matters and interact frequently with staff representatives and ESM shareholders, including the Budget Review and Compensation Committee and external auditors.
KEY ACCOUNTABILITIES
- Lead and deliver the HR strategy, objectives, and measures that support the accomplishment of the ESM’s corporate objectives.
- Strengthen cooperation with ESM Members and peer institutions by representing the ESM and sharing HR best practices, including through staff exchanges.
- Lead the HR division and position it within the organisation, as well as with partner public institutions and in appropriate forums, as a strategic partner in HR-related matters.
- Manage and motivate the HR team to ensure its development and engagement in line with ESM values and behaviours to drive leadership and cultural changes and maintain a high level of professionalism and sustain trust and collaboration within the team and beyond.
- Nurture the ESM’s corporate culture and promote useful internal communications, working practices, and staff welfare initiatives to enhance staff engagement and organisational performance.
- Oversee various activities, programmes, and initiatives required to recruit, develop, assess, reward, and retain high performing staff based on the ESM’s needs.
- Formulate, develop, and adapt HR policies and procedures when needed to ensure fitness for purpose, compliance with applicable internal law, and fairness and consistency throughout the organisation.
- Enhance the HR information system and digitalisation of HR activities (automation, reporting, and analytics) to streamline HR processes and reduce operational risks; report to management and provide decision-making support through HR metrics.
- Play a key role in preventing conflicts and addressing people management issues, including demands and grievances.
- Represent HR in internal committees, including but not limited to the Retirement Plan Committee, the Sourcing Committee, and the Corporate Projects Committee.
- Plan and monitor the allocated HR budget, in coordination with the Finance and Control division, to ensure strict adherence to and careful decision-making about expenditure.
- Develop and implement a strategic workforce planning approach to address potential talent gaps and plan upskilling when needed.
- Maintain a constructive social dialogue with staff, staff representation. and other stakeholders.
KEY BACKGROUND & EXPERIENCE
- Master’s degree or equivalent, with specialisation in HR management, business administration, social sciences, or another related field.
- At least 15 years of professional experience in the management of HR activities, including five years in a people management role relevant to this position; working experience in an intergovernmental organisation is considered an asset.
- Proven track record in managing and leading diverse and multicultural teams.
- In-depth knowledge of the different HR capabilities with a strong track record in the areas of strategic HR management, project and change management.
- Thorough working knowledge of national and/or international employment law and its application, with hands-on experience in conflict management and dispute resolution.
- Good understanding of the operational environment of a financial institution as well as a public international institution.
- Familiarity with social media platforms and cloud-based HR software, among other technological tools.
- Fluency in written and spoken English, other languages (e.g. French) are considered an asset.

- Place of employment: Luxembourg
- Current working arrangements: possibility to work remotely, usually up to two days a week, from Luxembourg and the border region (or from further away under certain conditions).
