Product Manager (EL1/EL2 Equivalent)

📍 Location: Australia-wide (Remote)

⏳ Contract Duration: 12 months + 2 x 6 month extensions

• NV1 Security Clearance preferred (role requirement)
• Baseline clearance will be considered, with willingness to obtain NV1

About the Opportunity

We are seeking an experienced Product Manager (EL1/EL2 equivalent) to lead the strategy and delivery of a large-scale digital marketplace platform within a federal government environment.

This role will own a key product stream focused on software and cloud procurement, driving the product vision, roadmap, and backlog to deliver a user-centred, compliant, and scalable platform.

You will operate across a complex stakeholder landscape, balancing user needs, policy requirements, and technical constraints, while leading multidisciplinary teams to deliver high-quality outcomes in an agile environment.

Key Responsibilities

• Define and lead the product vision, roadmap, and delivery strategy
• Drive discovery, alpha, and beta phases, including user research and future state design
• Translate user needs, business objectives, and policy requirements into prioritised product features
• Maintain a clear, prioritised, and delivery-ready backlog
• Lead and align cross-functional agile teams (design, engineering, research, policy, and procurement)
• Engage and influence senior stakeholders, including executives and subject matter experts
• Ensure alignment with government procurement policy, legal frameworks, and platform standards
• Provide clear product documentation, reporting, and governance updates
• Oversee integration with existing platforms, workflows, and data models

Skills & Experience Required

• Proven experience as a Product Manager delivering complex digital platforms or services
• Strong capability in product strategy, roadmap development, and backlog management
• Experience leading delivery within Agile, multidisciplinary teams
• Demonstrated ability to translate user, business, and policy requirements into product outcomes
• Excellent stakeholder engagement and communication skills, including at senior levels
• Ability to produce high-quality user stories, product artefacts, and documentation
• Experience working in government or highly regulated environments (highly regarded)

Desirable Experience

• Experience with government procurement, digital marketplaces, or panel-based sourcing environments
• Familiarity with Commonwealth Procurement frameworks or similar
• Experience delivering on ServiceNow or comparable enterprise workflow platforms
• Understanding of cloud service models (SaaS, PaaS, IaaS)
• Exposure to APIs, system integrations, and platform-based architectures
