ORGANISATION

INCERT is a center of expertise providing services and solutions based on knowledge and experience acquired in cryptography, Public Key Infrastructure (PKI), eTravel document, biometry and artificial intelligence.

Established since 2012, INCERT is a Public Agency owned by the State of Luxembourg and the Luxembourg Chamber of Commerce. INCERT also represents and defends Luxembourg’s national interests at European and international organizations.

Within the scope of its business activities, INCERT is now recruiting a Backend Developer as a permanent position.

YOUR RESPONSIBILITIES

Back-End Development

• Design, develop, and maintain robust and secure back-end services for INCERT’s internal applications and client projects.
• Implement RESTful APIs or other server-side communication interfaces for business systems.
• Contribute to the drafting of technical and functional specifications.
• Participate in code reviews and the continuous improvement of development processes.

IT Environment Management

• Deploy, administer, and maintain back-end environments (applications, databases, servers, middleware).
• Manage user access, system configurations, and operations related to software infrastructure.
• Regularly apply security patches and ensure vulnerability management.
• Contribute to the technical auditing of products/services (security reviews, compliance checks, technical testing).
• Document policies, procedures, and technical processes related to INCERT’s IT environments.

Project and Operational Support

• Actively participate in internal and client projects, particularly those with strong technical or security components.
• Handle technical incidents, plan changes, and manage issues related to back-end systems.
• Collaborate on business continuity (BCP) and disaster recovery (DRP) exercises.

YOUR PROFILE

Technical Skills

• Minimum 3 years of professional experience as a back-end developer.
• Proficiency in one or more modern back-end languages such as Java or Kotlin, and frameworks/runtimes like Node.js.
• Experience with relational databases (PostgreSQL, MySQL) or NoSQL technologies.
• Strong understanding of distributed architectures, REST APIs, network protocols, and system security.
• Knowledge of tools such as Docker, CI/CD pipelines, Git, and other modern development tools.
• Be fluent in French and English, have advanced level of Luxembourgish. Basic knowledge of German will be considered as a strong asset.

Soft Skills

• Strong attention to detail and adherence to quality and security standards.
• Autonomy, organizational skills, and the ability to work effectively in a team environment.
• Ability to write clear technical documentation and communicate with non-technical stakeholders.
• A strong interest in cybersecurity, IT infrastructure, and regulatory compliance topics.
