Job Description

Representative Duties /Assignments

Plan, schedule, coordinate, and organize activities.

Assign, supervise, schedule and direct staff to ensure that assigned station duties are carried out in a correct and thorough manner (e.g., ensure that sufficient personnel and equipment are available to respond to emergencies).

Make daily work assignments and schedules, coordinating with others as appropriate.

Provide equipment assignments for station personnel, maintain accurate accounts of all equipment going into and out of service, and inform supervisors when it is necessary to repair or replace fire apparatus or equipment.

Coordinate the implementation of administrative procedures, personnel policies, labor contracts, and objectives assigned by supervisors, to ensure efficient operation of the unit and compliance with changes.

Ensure that assignments are delegated effectively (e.g., provide specific instructions and due dates to delegated assignments).

Oral Communication

Effectively communicates with supervisors, station personnel, other OCFRD personnel and members of the community both orally and in writing, using format and language suitable to the audience (e.g., inform supervisors of the status of important projects).

Exchange information (and supervise the exchange of information) with other station officers at the change of shift to familiarize each officer with prior events.

Provide staff with important information or instructions for the day and receive ideas and suggestions from them to identify problems or areas needing operational improvement.

Fire and Emergency Scene Command

Respond to alarms, establishing command (when arriving first) and issuing orders to incoming units until relieved by a superior officer.

Secure emergency scenes until relieved by competent authority, calming distraught victims, relatives, and others, keeping them informed of operations progress.

Evaluate the situation upon arrival, report to dispatch, ensure proper fire or rescue response of personnel and equipment within the assigned district to scene, and coordinate operations with other company officers and law enforcement personnel.

Coordinate and direct staff within command, ordering the most appropriate techniques and procedures to minimize property damage and risk to life (e.g., direct the search of vehicles).

Gather necessary information for the official report.

Advise supervisors of assignment progress and changing conditions in assigned area.

Supervise the pickup and return-to-service of company equipment at the emergency scene.

Critique the incident to determine strong and weak points for future reference.

Operate fire suppression and rescue equipment as needed.

Quality Assurance/Training

Ensure that members of the unit meet the standards of dress, appearance, performance, and conduct.

Ensure the operational readiness, cleanliness and availability of equipment, apparatus and the station itself (e.g., bunker gear and personal equipment are placed on the assigned apparatus to be ready for an emergency or shift change).

Ensure that all station personnel maintain current skills and develop additional ones as appropriate by conducting needs assessments, and/or developing, administering and participating in training activities (e.g., periodically test company personnel on their knowledge of the physical layout of buildings, locations and conditions of fire hydrants; participate in physical training programs; provide attend HAZMAT training).

Inspect the equipment, the apparatus, and the station for proper working performance, cleanliness, etc.

Meet with shift and other-shift personnel to discuss problems, events, current information, and the handling of past emergencies to improve future performance.

Management/Leadership

Work with staff to establish appropriate goals and objectives for individuals and units (e.g., discuss performance-related problems and establish a plan for improvement).

Encourage staff to reach individual and unit goals (e.g., provide relevant training, answer questions, and ensure availability of supplies/equipment).

Provide timely and effective feedback to staff concerning job performance, appearance and conduct.

Instruct company personnel in efficiency improving techniques and supervise staff work to ensure proper implementation of new procedures.

Complete formal performance appraisals for each direct report, explaining reasons for the final performance evaluation ratings and working to resolve disagreements they may have over their performance ratings.

Explain and enforce policies and procedures, disciplining staff in a fair and equal manner as necessary.

Properly and effectively intervene to settle an argument or some interpersonal problem among staff.

Documentation (Record Maintenance, Correspondence, and Report/Form Completion)

Maintain the log according to standard procedures, recording emergency responses, daily activities, and important information.

Record overtime, time trades, vacations, absences, off-duty personnel, out-of-service vehicles, and all personnel, equipment, and apparatus assignments.

Write accurate and detailed reports using the appropriate format (e.g., company actions at emergency scenes, accident and injury reports).

Answer correspondence, and record information about personnel performance for appraisal purposes.

Problem Solving/Decision Making

Accept responsibility for own decisions and actions felt to be proper, but which may be unpopular with staff.

Make a decision where a quick response is necessary, yet all information is not available (e.g., on emergency fire/rescue/medical issues).

Take action to eliminate potential problems, and in a situation where the action to be taken is not specified in some procedural manual.

Notify a superior of a problem and recommend a course of action for solution.

Evaluate all available data objectively to fully understand the problem and determine the proper course of action.

Read and interpret rules and regulations, union contracts, and/or policy or procedural manuals.

Interpersonal/Public Relations

Develop rapport with staff, peers, supervisors, and citizens by becoming aware of their attitudes on a variety of issues.

Effectively interact with members of the general public when it is important to keep good public relations (e.g., see that all station visitors are treated respectfully).

Participate in fire prevention education activities, preparing and giving talks to schools and civic groups.

Show consideration for feelings when disciplining, teaching new techniques, or otherwise interacting with staff.

Other duties as assigned based on area of responsibility.

Minimum Qualifications

On or before the posting closing date:

Must currently hold the rank of Firefighter or above.

Must hold a valid Florida Driver¿s License.

Must possess Orange County Relief Driver Certification.

Must currently hold the position of Engineer or if a Firefighter, have an approved Driver/ Operator course certification.

Must possess and maintain a Florida EMT or Paramedic Certification.

The promotional process start date will serve as the last day for calculating the time-in-grade requirements regardless of when the actual examination or testing process begins. The promotional start date for this process is December 17, 2025.

On or before the promotional process start date:

Time-in-Grade: If an Engineer, a minimum of five years total combined time working as bargaining unit Engineer and Firefighter with Orange County Fire Rescue.

Time-in-Grade: If a Firefighter, a minimum of six years working as a bargaining unit Firefighter with Orange County Fire Rescue, as of the promotion process start date and has been on a previous or existing Engineers Eligibility list; or a minimum of seven years working as a bargaining unit Firefighter with Orange County Fire Rescue as of the promotion process start date.

On or before the date of promotion:

Florida Certification as a Fire Officer II, or Fire Officer I certification attained prior to July 1, 2014.

Must have attained 40 college credits in Fire Science, Emergency Medical Services, or related fields from an accredited college or university as listed in 22.07 c.

Lieutenant candidates must meet the eligibility requirements for participating in the promotional process as specified by IAFF Contract.

Candidates must make the eligibility list as specified by the contract and then be selected by the Chief for promotion from the eligibility list.

All OCFRD personnel are expected to maintain a level of physical fitness consistent with their job assignment.

The Lieutenant Promotional Assessment has been developed with the intent of creating an eligibility list of qualified candidates for anticipated promotions. The current Lieutenant¿s list will expire upon the publication of the promotional list for the 2025 Lieutenant¿s Promotional Process.

Based on the Minimum Qualifications listed in the job posting, all eligible Orange County Fire Rescue Department employees are encouraged to participate in the promotional process.

PROMOTION ELIGIBILITY:

To be eligible for promotion, employees in special risk positions, at a minimum, must have successfully passed the Incumbent Physical Ability Test (¿IPAT¿) or have passed the IPAT within the previous twenty-four months. If an employee fails the IPAT, he/she shall have an additional 90 days to pass, and if he/she passes, shall then be eligible for promotion. All OCFRD personnel are expected to maintain a level of physical fitness consistent with their job assignment.

All correspondence including any schedule or location changes will be communicated through IB or sent to the candidate¿s departmental email. It is the individual candidate¿s responsibility to check their email on a regular basis.

Candidates will be required to attend on their own time. No overtime will be paid.

Required Dress:

Candidates must be in appropriate uniform and grooming standards (Class ¿C¿ and grooming as described in SOP 009).

Identification Card:

All candidates must present a valid picture ID at the Written Test and all Assessment Center Exercises. If you do not present a picture ID, you will not be allowed to participate in the promotional process.

Report Time:

All eligible candidates must be present at the sign in table prior to the established report time for all the assessments. If a candidate is not in line at the table prior to the established report time, they will not be allowed to continue in this promotional process.

SENIORITY AND EDUCATIONAL POINTS (Article 22.07):

Employees having a passing score on all portions of the promotional test process and who are eligible for the promotional list will have percentage points added to the score for career accomplishments as outlined below. Points must be declared by the job closing date for the promotional process. The method of declaration will be identified in the posting for the job opening or in an official department communication at the time of the posting for the job opening.

Paragraphs ¿A¿ and ¿C¿ are for all bargaining unit employees. Paragraph ¿B¿ is for Operations employees only.

  • Up to two (2) points will be added for the first seven (7) years in grade for employees taking the promotional exams. The points will be prorated on a basis of 0.0239 points per month as of the promotional process start date. Points will be based upon the applicant¿s time since attainment of the grade specified in the minimum qualifications for the tested position. For Lieutenant, time in grade will include firefighter and engineer.
  • Two (2) points will be added to the score of an applicant who is a locally certified paramedic provided that the local certification has been maintained since the time of obtainment and the applicant declares their intent to use these points as stated above. If an individual has dropped their paramedic certification, they shall not be able to reinstate their certification for testing points within less than two (2) years prior to the date of exam. If these points are utilized, the employee must maintain paramedic to maintain the rank. After ten (10) years a person that has been promoted, may apply to drop their certification and the request will be evaluated on a case-by-case basis.
  • Additional points will be added to the score for those taking the promotional exam for one of the following certifications/degrees, provided the applicant declares their intent to use these points as stated above:


HazMat Technician (for Operations Only) .5

Current Paramedic Preceptor (I or II) for 2 years or longer .5

Orange County Relief Driver qualification (Engineers promotion only) .5

Associate degree 2

Bachelor degree 3

Master degree 4

Fire Instructor I .5

Fire Instructor II or III 1

Professional Credentialing through the Center for Public Safety Excellence (i.e., Fire Officer, Fire Marshal, and Chief Training Officer); National Fire Academy (i.e., Executive Fire Officer); and, others as identified in the Promotional announcement 1

Employees possessing more than one degree shall designate, at the time of application, which single degree will be used to calculate the educational points awarded. Degrees from a U.S. Department of Education or Council for Higher Education (CHEA) accredited college or university qualify for the purpose of awarding the higher number of educational points as set forth above.

  • The maximum number of points an individual may receive shall be eight (8).


TESTING PROCESS:

The assessment will be based on the duties and responsibilities of the Lieutenant position.

Portion I will consist of a written test. The written test will include items based directly on the study materials list and items related to on-the-job activities that will measure specific applications of job knowledge, department regulations and procedures to real-life situations that are likely to be encountered on the job. There will be no cut score on this portion of the testing process and all candidates will be allowed to move forward to Portion II.

Portion II will consist of an assessment center that will include three exercises, which will be video-recorded. The exercises included in Portion II are an Oral Tactical Exercise, an Oral Presentation, and Situational Exercise.

The scores for each component will be directly converted and weighted and combined to formulate each candidate's overall examination score. There are a total of 100 points available in the examination plan, with up to 35 points available for the Written Test and up to 65 points available for the Assessment Center. There are three exercises that comprise the Assessment Center that will be equally weighted: 1) the Oral Tactical Exercise - up to 21.6666 points, 2) the Oral Presentation - up to 21.6666 points, and 3) the Situational Exercise - up to 21.6666 points.

A Cut Score will be set after both portions and the data is reviewed for the following factors:

Natural breaks in the data

Psychometrics of the test

Distribution of scores

Utility the test is supposed to serve, i.e. providing an adequate number of candidates for the promotional procedures to serve the County's needs

Whenever a determination is made regarding groups of employees moving on to the next step in the promotional process, this will be done on the basis of score and performance without knowledge of the candidates' identity.

THE PROMOTIONAL LIST:

In accordance with Article 22.02 of the current IAFF union contract- Upon the initial posting of eligibility list, employees who do not possess the required education (degree or college credit) or certification will be listed on the promotional list with an asterisk (*) besides their names. To be considered for promotion, these employees must inform Human Resources at Fire Rescue ([email protected], [email protected]) and the Union ([email protected]) in writing using their County e-mail address, that they have attained the required education or certification along with the required documentation as identified in the promotional announcement. This email and required documentation must be received by Fire Rescue at Human Resources no later than fourteen (14) calendar days prior to the Department¿s announcement of the promotions for the employee to be considered for that round of promotions. As non-eligible individuals become eligible, the County shall send a department wide e-mail noting the employee¿s change in eligibility status.
