Senior Project Manager – Office Setup (Freelance | Luxembourg)

We are seeking an experienced Senior Project Manager to lead the end-to-end setup of a new distribution office in Portugal. This is a freelance contract position based onsite in Luxembourg, offering a high level of autonomy and visibility with executive stakeholders.

The successful candidate will oversee all phases of the project lifecycle, coordinate cross-functional teams across several jurisdictions, and ensure timely and compliant delivery. This strategic initiative requires a capable, hands-on PM with experience managing greenfield projects in complex, multinational environments.

Key Responsibilities

• Lead the full project lifecycle for the launch of a new entity in Portugal.
• Manage and align stakeholders across Luxembourg, Ireland, and Great Britain.
• Define and maintain project plan, budget, governance structure, and risk log.
• Act as the primary point of contact for internal teams and executive leadership.
• Ensure all legal, compliance, HR, facilities, and IT requirements are identified and fulfilled.
• Drive collaboration and decision-making across departments.
• Provide regular status updates and reports to senior management and ExCo members.

Your Profile

• Proven success managing greenfield or expansion projects, including new office or legal entity setups.
• Experience operating in multi-country environments, ideally across Europe.
• Skilled in engaging with C-level and Executive Committee stakeholders.
• Strong understanding of corporate operations (legal, HR, IT, compliance, facilities).
• Demonstrated ability to deliver high-impact projects on time and within scope.
• Excellent communication, planning, and stakeholder management skills.
• Fluent in English (additional European languages a plus).
• PMP, PRINCE2, or similar certification is advantageous.
