We are looking for an experienced Cyber professional who will be responsible for developing and implementing initiatives and experiments to ensure that the JWC develops a comprehensive understanding of the intersections between Cyber, Space, NATO’s Collective Training & Exercises (CT&E) provision and integrating Multi-Domain Operations (MDO) in the CT&E programme. Our Cyber Staff Officer will work closely with key stakeholders to develop and integrate Cyber into the JWC’s exercise and training provision coordinated with the wider change programme.
This vacancy notice is for a NATO-2030 agenda project-linked NATO International Civilian (PLN) post.
This post is limited to a three-year definite duration project. It will be filled as soon as possible.
In view of the urgency of this project, qualified candidates who hold or have recently held a valid NATO or National security clearance will be given priority consideration.
Summary
The JWC plans, prepares, and executes static and distributed joint operational level training in support of Warfare Development and Warfighting readiness.
The Scenario Branch is responsible for developing and delivering the settings, baseline, exercise scenarios, and geospatial products to support all stages of planning and delivery for NATO exercises.
The incumbent will act as the Exercises, Training and Innovation (ET&I) Cyber Staff Officer, responsible for developing and implementing initiatives and experiments to ensure that the JWC develops a comprehensive understanding of the intersections between Cyber, Space, NATO’s collective training & exercises (CT&E) provision and integrating MDO in the CT&E programme. The ET&I Cyber Staff Officer will work closely with Division Heads, Branch Heads, and other key stakeholders, in particular Space and MDO Staff Officers, to develop and integrate Cyber into the JWC’s exercise and training provision coordinated with the wider change programme.

Demonstrated depth (more than 4 years) and breadth of experience in one or more of the following areas:
Personal Attributes : Considerable maturity and professional judgement is required to make decisions to ensure seamless provision of high quality support to the JWC and supported Training Audiences. High level of organisational and coordination skills. Excellent managerial, interpersonal, and communication skills with a visionary view to evolving requirements to meet future challenges. Able to cope with stress, and possessing good health. Must be able to work as a member of a team in a multi-national environment. An analytical, systematic and pro-active approach is important. The duties will require a capacity for original thought, including the incorporation of emerging concepts. The incumbent should be self-motivated and capable of working under pressure.
Managerial Responsibilities: Plan most daily work within set priorities and supervise one or more people.
Professional Contacts: Have professional contacts with others inside and outside the organisation/ provide advice and may negotiate. Could commit the organisation to a COA. Regular exchange of information within JWC, external agencies and ACT/ACO Staff. Contacts require explanation, persuasion and approval action. May represent the JWC at high level meetings with external stakeholders as required; ACT, ACO, NATO Nations, NATO COEs (Centre of Excellence). Presents and defends the JWC position/view at other various meetings and conferences called by ACT and other NATO agencies.
Contribution To Objectives : Work involves a major task directly affecting plans/management/policy and objectives of the HQ, which may directly impact on JWC mission. This post ensures that development projects deliver required results and outputs on behalf of JWC. The projects must meet the current and future (2030) exercise requirements. Also this post contributes significantly to the introduction, in a controlled and professional manner, of emerging 2030 concepts that are incorporated into exercise scenarios.
Supervisory Responsibilities : Provides advice based on corporate knowledge to Staff and associated project teams, which may include contracted subject matter experts. Advises on the work of ET&I 2030 projects as well as temporary development teams. Executes project management duties, thus ensuring that projects are de-conflicted and completed on time and within budget, may fulfil a Contracting Officer Technical Representative (COTR) role with direct supervision of up to 2 contracted employees.
There are no reporting responsibilities.
WORK ENVIRONMENT
The work is normally performed in an office environment.

Salary:

PRINCIPAL DUTIES
The incumbent's duties are:
- Provide subject-matter-expert advice, manage the development, refinement, and delivery of JWC’s Cyber Integration Roadmap.
- Provide ET&I with an understanding of cyber in modern warfare and NATO's evolving strategic priorities for 2030.
- Highlight emerging technologies and opportunities for JWC to enhance its representation of cyber capabilities, such as state sponsored cyber-attacks, disruptive cyber operations, cyber hygiene practices and artificial intelligence in exercises;
- Develop a roadmap for implementing cyber initiatives and integrating NATO's cyber agenda into JWC’s exercises and training;
- Monitoring and measuring the effectiveness of JWC’s 2030 Cyber Integration Roadmap and provide recommendations on potential improvements to JWC’s structure and ways of working, in relation to cyber;
- Develop test and incorporate scenarios that challenge exercise participants to respond to cyber-based threats and disruptions;
- Recommend to ET&I, applicable projects and suitable staff best positioned to complete them;
- Provide expert advice and guidance on cyber to the JWC’s leadership team and staff;
- Communicate with DCOS ET&I, ExProd Dep Div Head and other key stakeholders to keep the project aligned with JWC’s wider programme;
- By addressing these areas develop a comprehensive understanding, at JWC, of the intersection between cyber and NATO 2030 and identify actionable strategies for enhancing the integration of cyber operations and resilience into JWCs exercises and training.
Professional/Experience
- At least 4 years of functional experience of Cyber Operations: Experience in planning, executing, and managing cybersecurity operations and initiatives.
- Military or Government Experience: Previous roles in military cyber operations, government cybersecurity agencies, or defence sectors.
- Experience of Cyber Incident Responses: Proven experience in responding to and managing cyber incidents, including threat analysis, mitigation, and recovery.
- Experience in Cyber Domain planning at major command level. Extensive experience of Cyber Domain support to tactical, operational and strategic operations.
- Experience of Project Management: Demonstrated ability to manage complex projects, particularly those related to cyber systems or defence technologies.
- Possess excellent communication skills and the ability to engage and manage stakeholders effectively. This should include stakeholder analysis, engagement planning and conflict resolution.
- Master’s Degree or equivalent in Information technology, computer science, computer networking and communications or related discipline.
- Additional cyber related certification, such as CISSP (Certified Information Systems Security Professional), CISM (Certified Information Security Manager), CEH (Certified Ethical Hacker), or GIAC certifications (Global Information Assurance Certification).
- English – Upper Intermediate/Advanced
Professional/Experience

- Network Security: Expertise in securing network infrastructures, including knowledge of firewalls, intrusion detection systems (IDS), and intrusion prevention systems (IPS).Threat Intelligence: Proficiency in gathering, analysing, and utilizing threat intelligence to inform defensive strategies.
- Vulnerability Management: Experience with vulnerability assessment tools and techniques, patch management, and security audits.
- Penetration Testing: Skills in ethical hacking and penetration testing to identify and remediate security weaknesses.
- Cryptography: Understanding of cryptographic principles and their application in securing data and communications.
- Malware Analysis: Ability to analyse and understand malware behaviour and develop strategies for detection and mitigation.
- Risk Assessment: Proficiency in assessing cybersecurity risks and developing comprehensive mitigation strategies.
- Policy Development: Experience in developing cybersecurity policies, guidelines, and standard operating procedures.
- Strategic Planning: Ability to develop long-term cybersecurity strategies aligned with organizational goals and international standard
- A qualification in a formal project management methodology. (e.g. APMP/Agile/Scrum) and 2 years post related experience, which includes 1 years function related experience.
- Any additional certifications in cyber operations, security, assurance or related discipline are advantageous.
