Duration: Until August 31, 2025 (with possible extension up to 4 years)

Rate: $50/hour on W2

Job Summary

The Texas Workforce Commission (TWC) is seeking an experienced Senior Java Developer to design, develop, and maintain scalable web applications. The role requires in-depth knowledge of Java technologies, web API development, cloud integration, and adherence to WCAG standards. The ideal candidate will demonstrate technical expertise, problem-solving skills, and a strong ability to work in a collaborative development environment.

Responsibilities

  • Design, develop, and maintain Java-based web applications.
  • Implement secure and scalable web services using REST and SOAP.
  • Develop and integrate solutions for identity management using tools such as Azure, Okta, LDAP, or Entra.
  • Collaborate on the deployment of applications across cloud platforms like Microsoft Azure and AWS.
  • Ensure compliance with WCAG standards in web application development.
  • Utilize Spring frameworks (Spring MVC, Spring Boot, Spring Batch) to build robust solutions.
  • Automate and optimize testing procedures using a data-driven approach.
  • Apply Service-Oriented Architecture (SOA) principles to deliver efficient solutions.
  • Write, debug, and optimize SQL queries, DDL, DML, and stored procedures.
  • Troubleshoot and resolve application issues efficiently.
  • Create and maintain documentation for development processes and configurations.

Required Experience

  • 8+ years: Java, JSP, HTML, CSS, JavaScript, Bootstrap 2.0
  • 8+ years: SQL (DDL, DML, stored procedures)
  • 8+ years: Spring frameworks (Spring MVC, Spring Boot, Spring Batch)
  • 8+ years: Web API development (SOAP, REST, XML, JSON; REST preferred)
  • 8+ years: Automating identity management services using tools such as Azure, Okta, LDAP, or Entra
  • 8+ years: Integrating web services across cloud platforms (Azure, AWS, PaaS environments)
  • 8+ years: Service-Oriented Architecture (SOA) concepts
  • 8+ years: MS Azure Cloud technologies (Java on Azure, Azure SQL Server, JBOSS EAP on Azure)
  • 8+ years: Scripting and batch processing (legacy and current technologies)
  • 8+ years: Developing WCAG-compliant web applications
  • 8+ years: Understanding and application of SDLC principles and practices
  • 8+ years: Data-driven approach to testing and troubleshooting

Preferred Qualifications

  • 3+ years: Experience using GitHub in a DevOps Cloud environment
  • 3+ years: Strong written and verbal communication skills for documentation and reporting
  • 3+ years: Working with SDLC tools (Visio, Miro, ERWIN, Jira, Confluence, ALM Octane)
  • Knowledge of additional programming languages (.Net, C#)
