What we expect ?

•Degree in Engineering, Business Administration, Economics, or related fields.

•10+ years of telecom product marketing or business development experience, with a strong and proven background in Wholesale and wholesale product management.

•Proven technical and commercial experience with wholesale telecommunication services, specifically focusing on Metro Ethernet Internet, Leased Lines and VPN products.

•In-depth knowledge of Information and Communication Technologies Authority (BTK) legal and regulatory processes, business flows, and compliance requirements.

•Demonstrated experience in the preparation, revision, and execution of Reference Offers in the telecommunications sector.

•Strong expertise in wholesale tariff preparation, cost-based pricing methodologies, and comprehensive telecommunications market analysis.

•Knowledge of mobile services (IoT, Digital Services, MVNO, BSS/OSS) is a plus.

•Strong multitasking and detail-orientation.

•Ability to coordinate internal teams and external partners effectively.

•Excellent executive communication and C-level presentation skills.

•Fluent English for business negotiations.

•Solid financial analysis skills (ROI, NPV, business cases).

WHOLESALE PRODUCT & MARKET DEVELOPMENT MANAGER Role Do at Turkcell?

•Monitor industry trends and conduct market analysis, including close monitoring of BTK’s market analysis decisions and regulatory shifts, to recommend strategic actions.

•Manage E2E product lifecycle for wholesale data portfolios (Metro Ethernet, Leased Lines, VPN, etc.) from ideation to optimization.

•Actively manage and contribute to the preparation and revision processes of Reference Offers (Referans Teklifler), ensuring alignment with BTK regulations and internal wholesale strategies.

•Develop wholesale product tariffs and conduct pricing analysis, ensuring compliance with cost-based pricing models and regulatory obligations (such as Significant Market Power /(EPG) requirements).

•Coordinate design, regulatory compliance, and implementation between Wholesale, internal teams, and external partners.

•Develop product strategy and go-to-market plans.

•Manage strategic partnerships with carriers, vendors, and integrators.

•Lead technical and commercial product definition, including Service Level Agreements and value proposition.

•Improve process design for operational efficiency and scalability.

•Manage product positioning and portfolio optimization.

•Lead cross-functional projects ensuring timely delivery.

•Conduct pricing and business case analyses in line with BTK's margin squeeze guidelines.

•Drive product launches and ensure operational readiness.

•Monitor product performance, reporting, and lifecycle optimization.
